This document reviews how to configure Turbonomic to provide "provision" (scale out) decisions instead of "resize" (scale up) decisions.

**For application scaling decisions, you will need to configure Application Control. This is a part of the Application Edition and Cloud Edition licensing. Contact sales@turbonomic.com for more information.**

If you are leveraging any Public Cloud providers and would like Turbonomic to provide provision (scale out) decisions in the cloud, remember to configure the appropriate merge policies.

For On-Prem to Cloud application scale out, see Cloud Control: Setup Hybrid Cloud Migration Decisions

For Cloud to Cloud application scale out, see Cloud Control: Setup Cloud to Cloud Migration Decisions

1) Ensure you have Application Control configured in Turbonomic. You can reference this document for configuring Application Control targets: Target Configuration: Applications - Setup Glossary

2) Once you've setup Application Control, define the scaling policy for the application.

a) Navigate to the Policy Tab > Expand Action > Select Application

b) In the Scope panel, expand Applications

c) Select the Application for which you would like to change the scaling policy

d) In the Action Mode table, navigate to Scaling Policy and set to Provision

3) You can optionally define specific application resource capacities that help Turbonomic determine their desired state.

a) Navigate to the Policy Tab > Expand Analysis > Select Application

b) In the Scope panel, expand Applications

c) Select the Application for which you would like to modify the resource capacities

d) You can now modify the available resources.

4) Turbonomic will now make decisions on when to scale out or scale back application servers to maintain a desired state.
