Security alone can makes things cost prohibitive for public cloud for pci compliance for example. The use of NSX and similar sdn products may help provide enough granular segmentation to make it more affordable for the big providers to offer the mom and pop shops.

I believe companies will continue to position themselves to leverage the public cloud and shrink and possibly eliminate on premise footprints
think of cloud as out sourcing...... but at some point either you will have a half empty data center and will bring stuff back onboard or the out sourcing costs will rocket you will in source.....and there starts the whole process all over again :-)
