How many ESXi Host have you in Cluster?
Unfortunately the answer's not so black & white. Depending on your environment you can (and maybe should) have more than a single cluster. The poll only let's you chose one answer.

Because most of the reasons to spin off VMs into separate clusters are usually somewhat niche or edge-cases, those clusters, which outnumber the "regular" clusters, often contain only 2-4 hosts. The "regular" clusters typically consume 50%+ of the total host count in the organization though.
*Security 'reasons' vary from company to company. I firmly believe that you should be able to realize your security-based isolation requirements through logical isolation on shared clusters. Reality is, though, many security folks don't have an especially deep understanding of virtualization technologies and have a tough time believing that a logical isolation model is sound. This typically means that the decision to spin up separate clusters for security reasons is bureaucratic, not technical. (Note the emphasis on 'believing'. In my experience it's not often a position taken based on evidence.)
