I'm trying to find if there is any current way to receive notifications/recommendations based on low available free space on vm's. I've poked around, but not finding anything.

Storage, like other resource commodities, can be resized to prevent congestion / performance issues, or to drive efficiency. And as you know, VMTurbo is a platform to recommend and drive those actions, and notifications are a reflection of the risk we are addressing with our actions. VM vStorage is a resize that OOTB does not show up because the resizing increment we have for defaults are very large, and we have found that since this is not an automated action that people did not want to see them.
But you can easily change this. Go to Policy -> Analysis and then expand the Resize Recommendation Incrementing Constants as shown below:
Your default settings for VStorage are likely to be set to 999999 and that effectively makes the price function required to drive that resize action unattainable. Note in my example I set it to 5 GB and I have my rate of Resize set to HIGH (you can use Low or Medium).
Change to the value you want and then click APPLY.
You will start to see recommendations like this and this will show up when you set Notifications on Virtual Machines for Problems:
