I enabled Start Action, on one of the cluster to start all the VMs in that cluster and set the value to Automated.
Does the action kicks in immediatly after i apply the settings?
Start/Suspend VM actions are made when you have Horizontal Scaling in play. For example, with a load balancer target (e.g. NetScaler) we may determine that a vApp has excess instances and we can recommend Suspending an instance during low usage times, and then Start that instance again when demand rises again.
That being said, if any recommendation to START a vm is made, it will be immediately executed now that you've changed the Action Mode to "Automated". However, VMTurbo doesn't recklessly decide to power on VMs. In your case, I'm afraid that you'll have to use whatever tool it is that you normally use to power VMs on or off.
