Cannot add Target for Openstack, no route to host

Currently trying to create an Openstack target and unfortunately not getting anywhere. In checking the stack, I get the endpoint list as:

http://10.52.148.247:5000/v2.0

internaurl of

http://172.16.0.247:5000/v2.0

Target configuration is the above IP and an admin user I've created that has access to the tenant I want to connect to.

When I try to validate the target, however, I get:

Failed to validate http://10.52.148.247:5000/v2.0: Unable to access OpenStack Identity API at its admin URL http://172.16.0.247:35357/v2.0: java.net.NoRouteToHostException: No route to host

I'm unsure as to how to proceed - is this an issue with security groups inside Openstack that possible aren't allowing anything into that internal URL?
