I am needing to separate 2 of our ESXi hosts in our VM Cluster into "SQL Only" Hosts and move all SQL VMs over to them.
How would I go about keeping those VMs between just those 2 boxes within Turbonomics?
Great question, this should be a quick configuration.
1. create two groups (Policy>Group Management): a group of those SQL VMs and a group of those 2 ESXi hosts.
2. create a workload placement policy (Policy>Workload Placement) placing the SQL VMs (consumer group) on the 2 ESXi hosts (provider group)

Nick is absolutely right in his comments however, I have just noticed that you wanted the two ESX hosts to be "SQL Only" and so although Nick's approach will make sure that SQL VM's must run on these two ESX, it won't prevent other VM's from also running on these ESX's.
To prevent this, you can create another group of VM's which is all the non-SQL VM's and then have another placement rule that says "Don't Place" these VM's on the two hosts reserved for SQL.
