How does Turbo prioritize between applications that share the same database

It's common to find environments that have specific databases shared between more then one application.

In this scenario, how can Turbonomic decide what application to prioritize when recommending or actually doing automated actions on the Database Tier?

And Turbonomic algorithm do takes into consideration that when he recommends to raise an application pool or heap he can overflow database capacity (most common in critical slow performance or raising demand incidents)?

In this scenario Turbonomic can gives more throughput to one application that is truly in need but it can lead to a slower response to other applications that may be more important to the business and share the same database.
