How do I create a rule that limits the amount of CPU and RAM that a group is allowed to resize up to? As an example, I have a group that I never want to resize up past 8 cores and 24G RAM.
Yes this is possible. The best way to go about this is to create a group under the policy tab. Create the group and switch from manual to dynamic filtering. Then add two filters. One which sets the number of CPUs to be less than 8 and secondly the memory capacity to be less than 24 GB (make sure to enter memory capacity in MB).
Select Apply Member Change to apply.
Once you create the group, go over to Action -> Virtual Machine and select your custom group under My Groups. Enable resize up for this group. This will resize only virtual machines that exist within this group and once they are at 8 vCPUs or 24 GB of RAM they will be removed from the group.

Thanks Kevin, this seems to have worked. The only change I made was to change the number of CPU's to less than or equals 8, and the memory capacity to be less than or equals to 24G. If I left the settings the way you recommended, and the servers already met either one of the prerequisites for the filters; the groups would not populate. Thanks again for your help with this.
